Abandoned bin

This bin turned up about four months ago and doesn't seem to belong to anyone. Despite the bin next to it being emptied regularly by SKDC they seem reluctant to do anything about it, resulting in it being filled with the rubbish in the photo. Surely it's not a hardship for them to just take it away and dispose of it.
