Conifer hedge overgrown across pavement from boundary particularly at head/ eye height

Branches extend right over path in places particularly at eye height, resulting in a family member receiving a nasty poke in the eye from a branch when arriving home after late work shift. Homeowner has been asked in the past(several times) to cut hedge back to boundary.Also, Open reach have a junction box under the hedge.
