Bin bags of waste and household items dumped in dyke blocking water flow

There are 10+ bin bags a basin drawers plastics clothes etc Been dumped in a dyke right next to road. This is blocking the flow of water through the dyke causing a back up of water in the Village of Dyke. This will lead to flooding if we have heavy rainfall. As my home was flooded last year I am very aware of the consequences of this being blocked. Please could this be removed ASAP.
