Stocks and Whipping Post under Cover

Olease may we have an update / explanation as to why this major village feature has been barricaded from access for several months now. This is Grade 2 listed. Are works planned for this structure and when are they to be carried out?

  • Thank you for your recent enquiry regarding this stocks which regrettably have now been closed off for safety reasons for some time now. I have not seen these stocks personally but my officer dealing with them has reported that the posts supporting the roof structure to be in poor condition with temporary bracing having been installed to prevent further distortion or possible collapse of the roof structure. As you have correctly stated the structure is listed and consultation with our planners has taken place on the best way forward on its reinstatement to its former glory. We have recently approached specialist contractors to provide some costings for this work and once these have been received we will look to appoint budget for these works to be undertaken and the safety fencing removed.

  • We recently received a budget costing for the works to which I have taken forward to enquire on grant funding for the works. I anticipate that we would hear about this funding within the month at which time we can look to appoint a contractor.

  • With regard to your enquiry regarding the stocks, this is a matter the team are trying to progress as swiftly as possible but as you out line in your enquiry there are various complications. I have provided response to your enquiries below.

    1. Has the cost of repair/refurbishment been ascertained, and if so what is it? An initial budget estimate has been obtained from a local contractor, however due to the cost estimated additional quotations are required to fulfil our Contract and Procurement regulations. As you are probably already aware, the stocks roof are Colly Western Slate, which is a very specialist item of works. We have been advised this would need to be relayed should the covering be removed for the upright repairs. In addition to the knowledge of the cost, no budget is currently allocated for these works in this year’s works programme. A one-off budget bid has been submitted for considerations, but this is yet to be determined. 2. Have Heritage England or any other organisations had an input or offered any funding to move this project along? We have liaised with Historic England, who are also consultees with regards to the works and SKDC’s Planning Conservation officer, however the team were advised that no funding was available for these works at this time. 3. What is the time scale for work to begin? This is dependant on budget availability. We will look to progress any repair as swiftly as possible once budget is available. In the meantime, the team will ensure the Stocks are secured and made safe. 4. As you will no doubt be aware this is a Grade II Listed Building, List Entry Number 1261196. I have been given to understand that Heritage England will require some input regarding the works. Have they been contacted and if so what is their involvement with the work/stipulations for the scale of the restoration? Historic England have been consulted and are in correspondence with regard to the extent of any repair to be undertaken.

    I hope this is of assistance and I will request the team provide further update as works progress.
