Large rubble bag with garden waste and shavings

Sent to South Kesteven District Council less than a minute later. FixMyStreet ref: 7894289.
The big rubble bag has been left on the shared pathway for approx 6 mths . I reported it back in March/April .
Your team came out and said they couldn't take the garden waste it was a different department .
Also there is a pile of rubble , rocks , I sent a photo last time . The bag is blocking half the path and have approached the owners of the gardens that back up to alley . no one is admitting it's theirs
I was expecting the other team to send someone out to sort it .
