Several bags of household rubbish on both sides of the road, inc some stuffed in the hedge

Several black bin bags, maybe 6, both sides of the road inc some stuffed in the hedge. Spotted these on Sunday 19 October around 10.30am

Some of the rubbish contains recent mail with a household name, address, and date of birth , NHS number.

When I drove past the property that this rubbish was from at around 1pm on Sunday 19 October the van was emptying the house.
