Dog fouling

The person in the picture let her white dog foul near my red car and when I shouted out of the window "are you going to pick that up" she just looked at me and carried on walking. I shouted this another time and she just kept on walking. She had a young child with her,so obviously he will think it's ok to do this!! Unfortunately my camera wasn't pointing in that direction at the time of the incident,but it managed to capture her on her way back. She lives on Edgar gardens,the next street along. She made no attempt to pick it up on the way back either. I witnessed her doing this as my dog was in the window and alerted me.
