Garden waste dumped by the old rectory on path , blocking access and drains

The Old Rectory have blown their leaves on to the pavement on Church Street again. The pile is enormous and will be blown all over the pavement meaning people with mobility problems or prams are going to struggle to get through. The drains are also becoming blocked.
It's also really sad that the memorial will shortly be covered in garden waste so soon after remembrance Sunday.
Can this be stopped in anyway as it happens every year? I have approached the owners of the old rectory , church lane , caythorpe and asked she doesn't continue to do this but her response is sadly there is no law to prevent her from doing so. She is incorrect as the disposal of waste in such a fashion is fly tipping. But morally it would be a sad state of affairs if we all disposed of our garden waste like this.
This happens every year. Please can they be stopped and the leaves collected
