Since early summer the front of 161 has been like in the photos

At 161 Harlaxton Rd. the front yard has been full of torn rubbish bags, black and white, plus other rubbish. There are quite a few HMOs on Harlaxton Rd, but trhis is the only one in such a state causing a health hazard and attracting vermin. I have spoke politely to the tenants (there are approximately 8 adult tenants in what used to be a small 3 bedroom house), all of whom blame each other for the mess, especially the excuse of the motorbike blocking access to bins. The bins are never put out for collection. I have spoken to the agents, Matin & Co, who feel the tenants are responsible,and althoug informing them of collection dates feel they are unable to force the tenants to maintain hygiene and cleanliness of the environment. The agents say the landlord will certainly not get involved. I have phoned SKDC twice about this issue but your neighbourhoods team have not contacted me nor resolved the problem. 165 Harlaxton Rd is also an HMO. The tenants have 6 black bins and 6 white between them which they keep in the back yard and regualrly put out for collection. Maybe 161 needs more bins and should be persuaded to put them in their back yard. Certainly the motorbike should be moved out of the front and away from bins. I fear it will be difficult persuading the tenants to get out of the habit of living with their own mess and waste, but it is illegal to abndon rubbish in that way and disragard care for the environment.
