Junction between rectory lane and a52

At the junction between a52 and rectory lane there is an area used by cars as a lay by. It is NOT a lay by and needs to be blocked off to prevent cars parking there. The car owners throw their rubbish out of the car windows creating an unsightly mess. Blocking the parking will help to solve the litter issue.
