Dog poo in billingborough

Continued dog fowling around the village, on going conversations with villagers, children, mum's prams, people walking through the poo as it's NOT being picked up. I regularly pick other dog owners MASSIVE poos up, see photo same area two days ago, this is a new one,as I picked up other poo Definitely the same dog as the color and size is the same. This is a lane between church st and vine st. So no lights, no one over looking lane, can you put a public bin there, I am am happy to supply dog poo bags for the person to use! Down church st, Vine St, multiple poos , coming up near village hall. All the areas little lighting at night, no public bins , If I and others didn't pick it up we would have a major problem, please supply a bin and notices, then the person will think twice and will pick it up. The gossip in the street is a large black dog. This issue has been going on for three months. Please let me know your course of action, some in the village is going to contact Peter on the news , which I don't agree with as it will bring the village name down. Also villagers are getting pretty angry please help resolve this, I have called and reported it to environmental health as well.
